Renewal of the Cadet and Junior Canadian Rangers Programs

What is Renewal of the Cadet and JCR Programs

Renewal is about improving delivery of the Cadet and JCR Programs by reducing overhead costs, reinvesting resources in the community-level programs, and growing the cadet and JCR populations. 

Renewal of the Cadet and the JCR Programs is a five-year national initiative led by the Department of National Defence and the Canadian Armed Forces (DND/CAF) to enhance delivery and governance of both programs. It also aims to broaden the spectrum of youth we attract to the programs and to reach more neighbourhoods and communities. Ultimately, these renewal efforts will lead to a more enriching experience for the participants.

Why do we have Renewal

Our Programs are already great, but we always have a need to improve what we do to ensure that the programs are challenging, rewarding, safe and appealing.  We must direct more resources toward the community-level programs and broaden reach of each program in those communities.  By doing this we will ensure that youth and their communities are strengthened by the benefits the programs.

Over the long term, continuous improvement will become a permanent feature of Canadian Cadet Organizations business culture and processes.

Why Change & Why Now

The Government of Canada regularly reviews, improves and adapts programs to invest in Canadians and provide value for resources. Within this normal review DND/CAF amassed a body of information that validates the tremendous value of the Cadet and JCR Programs, while at the same time pointing to several areas where program delivery and governance could be improved. The timing was ideal to respond to this feedback and the opportunity was right to set the organization on a course to better solidify what is working well, while strengthening the programs by addressing areas for improvement.
